In the library, simply a dummy routine. If the user wishes some
special new input format for "ARRNGE" type main programs, he provides a new version of QARRIN.
Arguments:

A replacement routine should set:
N=serial number of next reflection
K= h,k,l for next reflection
FBUF data buffer to contain F, DF, angles etc as required
LUNI is the CCSL unit on which to read the data
IEND is a logical, set TRUE if there are no more reflections.

In ARRNGE and similar main programs, if in /ARRDAT/ IFOR(1)=0, it is
expected that the user has included his own version of QARRIN.

F(1:2) and PHASE according to the value of DTYP on an
"M" card

and in /OBSCAL/, OBS=the observation, DOBS=its esd.
